Repack the file with the same tool and overwrite old pak file with new in your mods folder. You could also just move the HotBar.xaml file to your BG3 widgets subfolder.

OP, and I as well, would like to see more space there maybe in the form of a slider to enalrge the bar to allow for more ability placement. Playing a higher level Wizard with the hotbar UI will be incredibly annoying when they have a huge ever changing spell selection. And spells change places all the time and disappear into other pages. No controller plugged in, just straight mouse and keyboard. I can switch characters and the hotbars show up, but not on the bugged one (which is Lae'zel this time, but not sure it's always her).
