As for links, I would suggest: Arc -> Overcharge -> Unbound Ailments -> Chain. You can probably take Heart of Thunder over Lightning Overload as Overcharge gives you 50%! chance to shock, so you shouldn't need the increased shock chance from the Lightning Overload cluster, and the lightning pen should help out more.

You basically can't run that map mod with Lightning Conduit (you could but it'll feel terrible). I think you're underestimating Overcharge, but it does take more investment than Shaper of Storms.
