Yes the CPS if it totally fails or becomes disconnected it will not tell the fuel pump to send fuel. The RAV4.1 fuel pump is only engaged when the engine is turning over. You won't hear it run just by turning the the key to the on position.

Normally fuel stays pressurized in the fuel rails, if it doesn't then it might take a few seconds to pump up the pressure.

The blown fusible link will be easy to spot. Other fuses need to be removed and checked one at a time or use a multi-meter.
